UI Consistency?

Why is Windows Mail still the old look and not the same as:
Windows Calendar Windows Contacts Windows Photo Gallery Windows Media Player
You know, the big blue buttons on the bottom center, they make them look uniform.
Hey that just reminds me of Windows Movie Maker, it's not the same UI as the programs above.
Can someone give me MS's logic behind these UI inconsistencies?

That would be nice, and *UI unified* with Windows Live Mail... just another reason MS should follow my advice.

The new format of the "all programs" menu on the start button is probably a good change. However, if the control panel is set to show a menu instead of opening from the start menu, it uses the old style flyout menu. It would be nice if this were consistent with the all programs folder. Same true on any other flyout type menus.
